i APPENDIX A NOTICE OF VIOLATION Boston Edison Company Docket No.53-203 i Pilgrim Nuclear Power Station License No. DPR-35 i

As a result of the inspection conducted on September 12-16, !W8, and in ,

accordance with the "General Statement of Policy and Procedure for NRC Enforce- l ment Actions," 10 CFR Part 2 Appendix C (Enforcement Policy) (1988), the following violations were identified:

1. 10 CFR 50 Appendix B Criterion VII requires that measures shall be established to assure that purchased equipment conform to procurement '

l documents. These measures shall include provisions for examination of products upon delivery.  !

The Pilgrim Nuclear Power Station Quality Assurance Manudi Section 7 l requires that a ret.eipt inspection of purchased equipment be performed  ;

conformance to specified technical aad QA requirements, i  !

Contrary to the above, on February 3,1988, NRC inspectors identified an undersized motor contactor in nalled in MCC cubicle B1735 not in l conformance to the technical requirements specified by drawing E10,  ;

Revision 12.

, This is a Severity Level IV vielation (Supplement I).

2. 10 CFR 50.49(f) requires that qualification of each component ba based on  !

i testing or experience with identical equipment or with similar equipment t with a supporting analysis to show that the equipment to be qualified is ,

j acceptable.

Contrary to the above, it was observed that on June 20-30, 1988 two [

i unidentifiable wires were present in MOV MO-202-58 and as a result, j subsequent licensee walkdowns identified environmentally unqualified wires  ;

1 installed in MOVs 220-1, 1001-63, 1301-16, and 2301-4 located inside the  !

i dryvell .  ;

This is Severity Level IV (Supplement I).

l BEco is not required to respond to these violations as the violations have  !

been corrected and the corrective actions to prevent reoccurrence are i complete. These actions were reviewed and found to be satisfactory by the  !

NRC in the subject inspection period. [
