APPENDIX A TECHNICAL SPECIFICATIONS FOR DIABLO CANYON UNIT 2 The subject Technical Specifications are enclosed for incorporation in the Diablo Canyon Unit 2 operating license.

The Diablo Canyon Unit 2 Technical Specifications were developed utilizing Revision 4 to NUREG-0452, " Standard Technical Specifications for Westinghouse Pressurized Water Reactors," as a basis. They reflect design differences and new regulatory requirements not already incorporated in these Standard Technical Specifications.

The Proof and Review version of the Diablo Canyon Unit 2 Technical Specifi-cations were provided to the appropriate NRC technical review branches and to the applicant for review. Written responses have been received from all review branches, Region V and the applicant and applicable comments have been incorporated.

These Technical Specifications were also provided to the applicant, our consultant EG8G, and Region V for review in final draft form. The subject Technical Specifications have been certified by the applicant to accurately reflect the as-built plant, FSAR as supplemented, and SER.

No changes should be made to these technical specifications prior to their issuance as part of the operating license without our written approval.
