DIABLO CANYON STARTUP TEST PROGRAM

(a) Regulatory Guide 1.68, " Initial Test Program for Water-Cooled Nuclear Power Plants," Appendix A.S.jj In response to concerns by the Commissioners about the limited hot operating experience of Diablo Canyon's licensed operators, we reviewed the experience acquired during the initial test program. During this review of Chapter 14 of the FSAR we noticed that the Diablo Canyon startup program does not include a loss of offsite power with simultaneous loss of turbine-generator test. Such a test is prescribed by reference (a) and is normally a part of all initial test programs. The test is valuable for confirmation of equipment operability, procedures verification, and operator training.
The Diablo Canyon FSAR Chapter 14 review was initiated by the Quality Assurance Branch and completed by the Procedures and Test Review Branch.
6ecause of changing of reviewers, it is difficult to reconstruct the details of the review and why FSAR-14 was accepted without this test. However, the test should be performed or appropriate justification for not conducting the test should be provided. Please co.unicate this position to the applicant.
