Seabrook Beaches This =emorandum is primarily addressed to those members of the RAC who joined in the minority position concerning NUREG Elements J.9 and J.10.m.

Comments from other RAC members vill be welcome, of course.

After our "AC =eeting on February 29, 1988. FEMA consultant, Joseph Keller, of the Idaho National Laboratory, explained to me that based on his analysis of the Seabrook situation that there was absolutely g situation in which dose savings could be achieved by sheltering the ,

transient beachgoers who had access to transportation. Joe indicated that in all cases the maximum dose savings vould be achieved through the protective action of evacuation.or access control for persons not already at the beach. I have rewritten the minority position to reflect this fact, and hope that the position meets with your approval.
