Paga 3 of 25 MASSACHUSET*$ EAY TRANSPORTATION AUTHORITY RESCURCES DEPLOYMEN FLAN 1.0 CEVERAL 1.1 Pur;ose To provide guidance to Massachusetts Bay Transportation Authority (MBTA) relative to their response to c.n emergency condition-at the Seabrook Nuclear Power Station (SNPS) which would require relocation of Massachusetts residents.

1.2 Mission To augment the transportation capability of the six (6) Massachusetts communities (Salisbury , Newburyport, Newbury. Amesbury, Merri=ac, and West Newbury) which are located within the 10-mile Emergency Planning Zone (EPZ) surrounding the Seabrook Nuclear Power Station (SNPS).

1.3 Assum tions

a. That an emergency can occur at SNPS which will require the relocation of the Massachusetts residents located within the Emsrgency Planning Zone (gPZ).
b. That the Covernor of the Commonwealth will declare a state of emergency under the provisions of Chapter 639, Acts of 1950, and/or Chapter 33, Massachusetts General Laws, as amended. if the severity of the incident warrants the implementation of this plan,
c. That relocation may not be cedered during a condition wherein the population would be in danger of being exposed to radiation.

e. That an emergency condition at SNPS could be of such severity that 1

it would require the relocation of the entire EPZ within the Cemenwealth. (See Figure 1, Map of the EPZ.)

f. That an incident at SNps requiring the implementation of this plan  !

would occur at the most inopportune time, i.e.:

1. During a severe storm.
2. During the morning or evening when the ecmmuter traffic is overtaxing-the road net. '
g. That there would be a sufficient amount of time for the MBTA to respond and to carry out the provisions of this plan.
h. That the MBTA has sufficient resources to support this plan.

i That each EPZ community has the resources as indicated on Attachment 1.

j. That Route I-95 will be closed to northbound traffic from the Route 1 CFF ramp in Danvers to the New Hampshire border. Only l emergency vehicles will be allowed to utilize this segment of the l interstate. (This includes MBTA buses.)

2.1 Implementation

s. i The director of the Massachusetts Civil Defense Agency and Office of {

Emergency Preparedness (MCDA/0EP) will notify the general manager or his next in coemand that an incident has occurred at SEPS that requires the relocation of all or a portion of the residents in EPZ and that he implement this deployment plan.

The director of MCDA/CEP will indicate the number of transports (buses) that are needed by each community being evacuated. NOTE:

The transportation needt would decrease if the schools are not in session.

% The general manager will, throut,is normal communication channels and procedures ause the deployment of the MBTA transportation resources to the communities in the quantities requested by the director of MCOA/CEF.

c. The priority for augmenting the transportation resources of the'EPZ communities will be to dispatch the transportation needs to the most northern communities first alternating from east to west in the sequence indicated in Paragraph 2.3a.

2.2 Doorster Instructions The transport operators will be instructedt

I-95 at any entrance ramp south of the intersection of the US Route

2. He notify his superiors (at Topsfield Barracks), to dispatch a replacement vehicle from the reserves at the Scotland Road MDPW maintenance yard to complete his mitsion, i.e., to carry his passengers to the reception center or to report to a specific community.

2.3 Destinations

a. Transport operators will be given instructions to proceed to I-95 north as indicated above to the exit ramp off I-95 for the community to which they have been assigned, as indicated below:
1. Salisbury, Route 110 East
2. Amesbury,' Route 110 West
3. Newburyport, Route 113 East 4 Merrimac, Route 110 West
5. Newbury, Route 133 East
6. West Newbury, Route 113 West NOTE: The CFT ramps on Route I-95 are not numbered.
b. Guides from each community will meet the MBTA transports at the above-mentioned CTF ramps in sufficient numbers to guide thers to their destination within the community, in convoys of ten (10),

utilizing the following routes:

1. To Salisbury, Route 110 East
2. To Amesbury, Route 110 West to Elm Street North (at traffic liSht)
3. To Newburyport, Route 113 East
4. To Merrimac, Route 110 West to Route 495 West to Exit 53 North (Broad StJeet)
5. To Newbury, Route 133 East to Route LA North
6. To West Newbury Route 113 West 0

1. Twenty-five (25) transports will be dispatched to the Massachusetts Department of Public Works maintenance yard located on Scotland Road, Newbury, east of I-95 (Scotland Road CFF ramp) after all other requirements are filled.
2. These vehicles will be filled with diesel by the National Cuard tanker which will be stationed at the maintenance yard entrance.
3. This resource will be used by the director, Area I McDA/cep to satisfy any additional requests from the EPZ communities. The Area I director will dispatch the buses, as needed, by calling the MDPW maintenance forer.an.

2.4 Utilization

a. Transports will be guided to a dispatch area (i.e., shopping center or large school parking lot), wherein there will be a dispatcher with specitic assige. .cnts for each transport. gach community has a utilization plan which will incorporate the following elements:
1. Mission assignments to schools (if in session), medical i f acilities, homes for thre aged, etc.
2. Route assignments sa ;1ck up residents without transportation.
3. Pilot assignment for each mission assignment and for each route.

4 Transports will make one trip around the assigned route picking up passengers. l

5. The route will be designed so that it will begin and terminate at the dispatch point.

6. Transports used on rcute assignments will be alternated in order to equalize fuel consumption. l l

7. Transports, when filled to capacity, will be dispatched to the appropriate receptien center, utilizing the routes indicated on Attachments 3. 4 5. 6. 7. and t.

2.5 Re-entry of Relocatees into the EP2

a. The decision to re-enter the EPZ will be made by the Governor of the Commonwealth based on the reccamendations of the director of MCDA/OEP and the director of Radiation Control Branch. Massachusetts Department of Public Health (MDPH).
b. At this time, the relocatees will be located at numerous shelters around the reception center and a certain number of them will not have any transportation to return to their hemes. This number will be somewhat less than the number that lacked transportation during the relocation,
c. Prior to re-entry, the directors of the reception communities (Andover and Peabody) will canvas each shelter and determine the number of relocatees requiring transportation. They will notify the director of Area I. MCDA/CEP, who will compilo a list by community of the transportation needs.
d. The director of Area I. MCDA/CEP. will notify the director of MCDA/0ZP, prior to the order allowing the population to re-enter the EPZ as to transport requirement of each reception center,
e. The director of MCDA/CEP will notify the general manager of the l Massachusetts Bay Transportation Authority of the number of 1

l transports needed at each reception center.

f. The civil defense directors of Andover and/or Peabody will:
1. Organize those individuals requiring transportation into

g. The EPZ communities' civil defense directors will notify the Area I director of the location of the debarkation area.and develop procedures with local transportation company to carry these relocatees from the debarkation area to their domicile.

Pnga 11 of 23 3.0 RESPOWstBILITIES 3.1 General manager of MBTA will:

a. Develop internal procedures to implement this plan.
b. Keep the director of MCDA/CEP informed as to any change in his ability to implement this plan.

3.2 Director of MCDA/CEP will:

a. Main.ain this plan in a current i:p-io-date status,
b. Develop a proceduce to assure the timely implementation of this plan.
c. Maintain an intelligence system relative to t affic and road conditions of the routes.
d. Keep the general manager of MBTA. informed as to the traffic and road conditions of the routes used in this plan, beginning when an incident at the SNPS is classified as a Site-Area emergency.

3.3 Director of Ar ea I. MCDA/CEP will:

a. Notify director of MCDA/CEP of any changes in the transportation requirements of the EPZ connunities,
b. Dispatch transports from the reserve located at the MDPW maintenance yard at Scotland Road, Newbury, east of I-95, to fill requests from EPZ consuunities in the event of a short f all in their transporte. tion I requirements.

3.4 Civil defense directors of EPZ eennunities will:

3.5 Massachusetts Department of Public Works will:

a. Make available to the MBTA/ Massachusetts National Cuard tankers, the refueling capability (diesel) located at the following maintenance yards:
1. Route 1 maintenance yard located in Peabody. off Route 1. north of the Route 1 and Route 128 intersection - 5.000 gallons of diesel fuel.
2. Rabbit Road, Exit 110 and I-95, located in Salisbury - 5.000 gallons of diesel fuel.

NOTE: These facilities will be used only in the event of the MBTA transport enroute to the EPZ is running icw on fuel. Also, the MNC tankers will need to refill their tanks and/or tankers from this resource.

3. Route 97 maintenance yard located in Haverhill at junction of Route 495 and Route 97 - 5.000 gallons of diesel fuel.

4 Route 1 maintenance yard located in Rowley just nuvth of the Route 1 and Route 133 intersection.

b. Make available work facilities to MBTA repair personnel at the District 5 Headquarters, intersection of Routes 1 and 62 in Danvers.

3.6 The Massachusetts Vational cuard will:

a. Establish refueling points at the intersections as indicated in Paragraph 4.lb below.

.b. Establish a refueling point at the Massachusetts Department of Public Works maintenance yard, located on Scotland Road, Newbury (east of I-95) with a capacity of 1,800 gallons of diesel fuel.

c. Establish refueling points at the reception centers located at Merrimack College and the North Shore Shopping Center.

NOTE: It is possible that only one of these reception centers may be activated; therefore. Area I, MCDA/0EP should be contacted prior to fulfilling this responsibility.

d. Station nine (9) heavy-duty wreckers at strategic locations as specified in their supporting plan.

Pcg3 14 of 25 4.0 LOCTSTICS AND CCMNVWICATION A.1 Loaistics l

a. The MBTA will supply 427 transports which will require refueling at their points of destination. It is estimated that each transport will burn between 50 and 60 gallons of diesel fuel in carrying out its mission as depicted in this plan. Therefore, fueling points will be established by the Massachusetts National cuard on I-95 at the following three locations: one mile south of the exits of Route 110,113, and 133. (See Attachment 2. Strip Map.)
b. The fuel required at these points will vary dependent on the number of transports involved. The capacities indicated below will be available at each intersection:

1. I-95 and Route 110 - 5,800 gallons diesel
2. I-95 and Route 113 - 6,200 gallons diesel
3. I-95 and Route 133 - 1,800 gallons diesel
c. The fuel points will be located on I-95 at the advanced warning sign for the three exits indicated above. The tank or tanker will be located in the right-hand travel lane. Transports assigned to leave at this exit will line up on either side of the tank or tanker using the breakdown lane and the number 2 travel lane. Each vehicle will 4 receive approximately 50 gallons of diesel fuel.
d. The National cuard will then refuel their tanks and/or tankers as needed from MDPW yards listed above and, upon orders from the director of MCDA/CEP, deploy at least a 5,000-ga11on capacity to each reception center in operation.

l The transports, if the need exists, can obtain fuel at the reception center from the Massachusetts National Cuard tankers stationed there.

2. The Massachusetts National Cuard will have nine (9) wreckers deployed strategically throughout the Emergency Planning Zone.

Their mission is to remove disabled vehicles from the evacuation routes and they will be used to tow MBTA transports

'to the Danvers yard.

3. The State Polico personnel and aircraft will be patrolling all evacuation routes and will be responsible to commit the MNC wreckers to. remove all disabled vehicles to safe refuge.

The people living west of I-95 will join Route I-95 at Central Street, proceed south on I-95, and merge with US-1 traffic in Danvers.

The people in the area between I-95 and US-1 will proceed south via US-1 i and, af ter being joined by those on I-95 in Danvers, will proceed south to the 1 intersection at State Route 114 in Danvars, then east on Route 114 to the North Shore Shopping Center, Peabody.

Thess living east of US-1 and Plum Island will proceed south via State Route US-1A to Route 128 southbound in Beverly, to Lowell Street westbound in Peabody, to Proctor Street in Peabody to the North Shore Shopping Center, Peabody.

All traffic will then turn right on Route 133 and proceed to Route 125 Vorth Andover, where it will turn lef t on Route 125 to Merrimack College in Andover.
