i NOTICE OF VIOLATION

Carolina Power and Light Company Docket No. 50-325 Brunswick ' License No. DPR-71

, During the Nuclear Regulatory ' Comission (NRC) inspection conducted on

!. February 23-27, 1987,- a . violation of NRC requirements was identified. The j violation involved failure to follow welding procedure parameters. In accordance with the " General Statom nt of Policy and Procedure for NRC Enforce-ment Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

, 10 CFR 50, Appendix B, Criterion V, requires that activities af.fecting

quality shall be prescribed by . documented instructions, procedures, or .

drawings of a type appropriate to the circumstances and shall be accom-plished in accordance with these instructions, procedures, or drawings.

CP&L's Welding Procedure Specification WPS-88U12 used to weld repair the j existing weld overlay on Weld No. 28" B32-A-4 required the oscillation
amplitude be set between .06 and .200 when operating in the sync-pulse j mode, i Contrary to the above, on February 24, 1987, an 'in-process weld repair 1 was observed on the overlay for Weld 28" B32-A-4 for which, the welder was i operating an automatic welding machine in the snyc-pulse mode and the

! oscillation amplitude was ~ set on' .05 in violation of the above requirements.

! This is a Severity Level V violation (Supplement 1).

Pursuant to the provisions of 10 C P,2.201, Carol.ina Power and Light Company is i hereby required to submit to this Office within -30 days of the date of the

! letter transmitting this Notice a written statement or explanation in reply

! including for each violation: (1) admission or denial of the violation,.

. (2) the reason for the violation if admitted (3) the corrective steps which

i. have been taken and the results achieved, (4) the: corrective steps which will

! be taken to avoid .further violations, and (5) the date when full compliance

will be achieved. Where good cause is shown, consideration will be.given to
extending the response time.
