@TICE Of VIOLATION Carolina Dower and-Light Company Docket _Nos.: 50-325 and 50-324 Brunswick Site License Wos.: DPR-71 and DPR-62 Southoort, North Carolina During an NRC inspection conducted on October 3 through October 31, 1992,_a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2 Appendix C, the violation is listed below: 5 10 CFR 55.53(e) requires that licensed reactor operators perform the functions of an operator cr senior reactor operator for a minimum of s9ven 8. hour _or five 12-hour shifts per calendar cuarter.

10 CFR 55.53(f) requires that if a reactor operator or senior reactor operator fails to meet the requirements of 10 CFR 55.53(e), then before resumption of licensed functions, an authorized representative of the facility licensee shall certify:

1. That the qualifications and status of the licensee (operator) are current i.ad valid; and
2. That the licensee (operator)-has completed a minimum of 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of shift functions under the direction of an operator or senior operator as appropriate and in the position to which the individual will be assigr.ed. y The 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> must have included a complete tour of the-plant ,

and all required shif t turnover procedures.

Brunswick Training Instruction, NRC Licensed Operator Quarterly Reporting Requirements, T1208, Revision 6, implemer.ts the above requirements and -

provides administrative .iethods to track and document them.

Contrary to the above, with Unit 2 in Cold Shutdown, a reactor operator whose license had become inactive en October 1, 1992, was permitted to hssume the Balance of Plant Reactor Operator Watch on Unit 2 at' approximately 7:00.a.m.,

on October 3,1992, and stand that watch until the discrepancy was discovered at approximately 9:00 a.m., that same day.- During this period,-he was at times the only licensed operator on the Unit 2= reactor _ control board. On October 9, the same reactor operator-was permitted to-assumed the Plant-Monitor Reactor Operator Watch at approximately 7:00 a.m without completing all requirements for reactivation. He continued to stand watches until the discrepancy was-identifled by the NRC on October.28,-1992.

This-is a Severity Level IV violation (Supplement I).

Pursuant to the-provisions of.10 CFR 2.201, Carolina Power and' Light-Company is hereby required to submit a written statement or explanation to the U.._S.
