1 ENCLOSURE 1 NOTICE OF VIOLATION

July 1-31, 1990 a violation.of NRC requirements was l identified.

In accordance with the " General. Statement of Policy'and Procedure for-NRC.

EnforcementActions,"10CFRPart2,,AppendixC.(1990),the' violation (s)-

is listed below:

Technical Specification 6.8.1. a requires that written procedures be-established, implemented and maintained for safety related BWR systems.

listed in Appendix A of Regulatory Guide 1'33.

The~ diesel generator system and CAD system are safety-related systems.-

0-0P-39, Diesel Generator Operating Procedure, R45, Attachmenti3, requires valve FDD V61 to _be open.

Contrary to the above,on 7/27/90, 0-0P-39 was not implemented lin that F0D V61 was found in the closed position.

2-0P-24 Containment Atmosphere Control Sjstem Operating Procedure R92, Attachment 4. requires'2NP-V3 to be locked open.

Contrary to the-above, on 7/30/90,- 2-0P-24 was not implemented in that 2NP-V3 was not locked as. required.-.

This is a repeat violation.

Pursuant to the provisions of 10 CFR 2.201,L Carolina-Power and Light Company is hereby required to submit a written statement or explanation to,the Nuclear:

(1)~ admission or denial of the' violation, (2) thereasonfortheviolationifadmitted,.(3)'.thecorrective' steps.which.have

be achieved.. Where good cause is shown, consideration ~will be given to>
