In accordance with the " General. Statement of Policy'and Procedure for- NRC.

EnforcementActions,"10CFRPart2,,AppendixC.(1990),the' violation (s)-  ;

is listed below: >

1 Technical Specification 6.8.1. a requires that written procedures be-established, implemented and maintained for safety related BWR systems . .

listed in Appendix A of Regulatory Guide 1'33. The~ diesel generator system and CAD system are safety-related systems.- ,

-A. 0-0P-39, Diesel Generator Operating Procedure, R45, Attachmenti3, requires valve FDD V61 to _be open. -

Contrary to the above ,on 7/27/90, 0-0P-39 was not implemented lin that F0D V61 was found in the closed position.

B. 2-0P-24 Containment Atmosphere Control Sjstem Operating Procedure R92, Attachment 4. requires'2NP-V3 to be locked open. ,

Contrary to the-above, on 7/30/90,- 2-0P-24 was not implemented in that 2NP-V3 was not locked as. required.-.

This is a repeat violation.
