E a ENCLOSURE l-NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325, 50-324 Brunswick License Nos. DPR-71, DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on September 23-28 and October 26-30, 1992, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification 6.8.1 requires that written procedures shall .be-established, implemented, and maintained covering the activities- -,

recommended in Appendix A of Regulatory Guide 1.33. November 1972.

Procedure 0-E&RC-0230, dated September 24, 1991, Revision 250, titled

" Issue and Use of Radiation Work Permit" Step 10.4 states that it-is the responsibility of each individual to ensure that he or she is properly i

, logged on the RWP prior to work start and logged off after completion.

Contrary to the above, at or about 5:00 p.m. on Tuesday, October 27, 1992, four examples of persons failing to sign'on to RWP 0531 Rev. l-and 1908 Rev. 3 prior to commencing work in a Radiation Control Area (at the decontamination trailer and hot-shop) were identified.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.

20555 with a copy to the Regional Administrator, Region II, and-a copy to the NRC Resident Inspector at the. facility that is the subject of this Notice, within 30 days of the' date of the letter transmitting this Notice of Violation

This reply should be clearly marked as'a " Reply to a-Notice of Violation" and should include for the violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation,-(2) the corrective steps that have been taken and the results achieved, (3)-the corrective steps that will be taken to avoid further violations, and (4) the date.when full compliance will be achieved. If an adequate reply is.not

' received within the time specified in this Notice, an. order or Demand for Information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper .should not be taken. .Where good cause is shown, consideration will be given-to extending

was-identified (Paragraph 8.c);

The RC technician staffing appeared adequate to support outage activities.

The General Employee Training .(GET) program was conducted -in accordance with approved procedures. The licensee continued to implement effective internal and external exposure control programs with all exposures less than 10 CFR Part 20 limits. Improvements were noted in the reduction-of collective dose. ,

The licensee continued to effectively control-contaminated surface area until the Americium event in September, which contaminated the entire Unit 2 117-foot elevation refueling floor. Housekeeping practices were considered a program strength. Overall, the licensee's RC program continued to ts effective in controlling personnel exposure to radioactive materials and protecting the health and safety of plant personnel and the public.
