SUBJECT:

SAFETY EVALUATION REPORT CONCERNING THE CATAWBA SAFETY PARAMETER DISPLAY SYSTEM The staff's Safety Evaluation Report (SER) for the Catawba Unit 2 Safety Parameter Display System (SPDS) is enclosed. Also enclosed is a proposed license condition for resolution of the open items identified in the SER.

The staff's evaluation consisted of a review of the applicant's documentation regarding the SPDS, as well as an on-site audit conducted by the staff on May 13-15, 1985.

The staff concludes that the Catawba SPDS does not fully satisfy the provisions of Supplement I to NUREG-0737. However, since the Catawba SPDS does not appear to cause any safety concerns, the staff finds it acceptable as an interim implementation. The enclosed SER describes the staff's findings. Resolution of open items may extend to the end of the first refueling of Unit 2.

The Instrumentation and Control Systems Branch, the Procedures and Systems Review Branch and the Human Factors Engineering Branch performed the review.

The SER was prepared by George W. Lapinsky, of the PWR-A Facility Operations Branch. The reviewers are not aware of any differing professional opinions with the conclusions stated in the Safety Evaluation Report.
