Dear Administrative Judges:
On September 11,1998, the NRC staff filed its Nuclear Regulatory Commission Staff Presentation in Support of Denial of Senior Reactor Operator License for Randall L. Herring.
The pleading was supported by several affidavits, including that of D. Charles Payne of Region ll. In footnote 2 of the pleading, the Staff noted that Mr. Payne's signature had not been notarized and that a notarized affidavit would be forthcoming. Enclosed herewith please find an affidavit containing the notarized signature of D. Charles Payne. An affidavit containing the original signature and notarization have been filed with SECY.
