SUBJECT: NRC INSPECTION REPORTS 50-483/97-15 and 50-483/97-17

Dear Mr. Randolph:

Thank you for your letter of November 14,1997, in response to our letters dated -

September 22 and November 12,1997, which requested your position on unresolved item

50-483/9715-01. The issue involved performance at power of portions of surveillance

tests which are required by the Technical Specifications to be performed during plant

shutdown conditions. We have referred the matter to the NRC Office of Nuclear Reactor

Regulation for action.

We acknowledge your suggestion that we provide an opportunity to exchange perspectives

on this potentially generic matter prior to disposition of the issue by the NRC staff. We will

inform you of the results of our review by separate correspondence. Should you have any

questions concerning this mJtter in the interim, please contact Mr. William D. Johnson of
