SUBJECT:

SOUTH TEXAS PROJECT SALP INPUT ON OPERATOR LICENSING Dur'ing this SALP period, the following operator and senior operator license examinations were administered at the South Texas Project (STP):

July 1986: 26 SR0 written examinations administered, 25 passed; November 1986: 20 SR0 and 2 R0 written examinations administered,16 SR0 and 1 R0 passed; January 1987: 41 SR0 and 1 R0 operating tests were administered to candidates that passed the previously administered written examinations, 39 SR0 and 1 RO passed; and May 1987: 11 SR0 and 3 R0 written and operating examinations administered, 10 SR0 and 3 R0 passed.

The above totals include some retakes. As a result of these examinations, STP has 50 SR0 and 4 R0 licensed operators. We consider this very good performance for cold license examinations.

One generic weakness was identified during the SALP period. Candidates routinely had difficulty mitigating or responding to major plant emergencies or transients with the unit not at power (i.e., in Modes 5 or 6). This weakness was identified to STP in the examination reports for January and May 1987.

Additionally, note that while STP has had a simulator on site during this SALP period, we found that the simulator was not sufficiently close to the plant to permit using it for examinations.

We have reviewed NRC Manual Chapter 0516 and, based on the above performance, would suggest the category ratings below as applicable for the "Training and Qualification Effectiveness" section as it applies to licensed operator training:
