INPUT TO FCS SALP TRAINING SECTION During the evaluation period two sets of licensing examinations were administered to four (4) Reactor Operator Candidates (one of which was a retake) and six (6) Senior Operator Candidates (two of which were retakes).

Additional to five (5)/, three Reactor sets of requalification Operators and twelveexaminations were administered (12) Senior Operators. The pass ratios for i.,itial license examinations were 100% (3 of 3) for Reactor Operator Candidates and 50% (2 of 4) for Senior Operator Candidates. The pass ratios for initial requalification examinations were 50% (2 of 4) for Reactor Operators and 17% (1 of 6) for Senior Operators. All operators failing initial NRC administered requalification examinations have passed subsequent NRC administered or approved requalification examinations.

The FCS requalification program has degraded from "Marginal" for the FY-1985 evaluation period to "Unsatisfactory" during the FY-1986 evaluation period. The requalification program will be further evaluated during the week of Nov2mber 17, 1986.

The November examinations were originally scheduled to be a combined license and requalification examination visit. FCS subsequently deferred the license examinations to the spring of 1987. This action plus the results of the combined license and requalification examination visit in November, 1985, could indicate that FCS is unable to adequately conduct both license and requalification training simultaneously. Additionally, one Reactor Operator and one Senior Operator had to be examined three (3) times before passing the annual requalification examination.

FCS training results have been significantly below average compared to other licensees operating in Region IV.
