SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP) FOR SAN ONOFRE NUCLEAR GENERATING STATION UNITS 1, 2 AND 3 (OCTOBER 1, 1984 THROUGH MARCH 31, 1986)

REFERENCES:

(1) Draft NRC Manual Chapter 0516, SALP Program, J. M. Taylor Memorandum dated November 5, 1985 (2) Region V Instruction 0701 Pursuant to references (1) and (2) above, a San Onofre SALD Board is established. Based on current assignments, the board consists of the addresses listed above and myself who will serve as chairperson. P. Narbut will serve as Board Secretary. The board will convene at 8:30 a.m. on May 21, 1986 at the Region V office. The projected date for a SALP meeting with the licensee (if deemed appropriate) is tentatively ccheduled for June 18, 1986 (this has not yet been discussed with the licensee).

The scheduled Board meeting date of May 21 represents a two-week delay from the date scheduled in J. B. Martin's memorandum dated August 22, 1985. This change is being made due to the intensive workload associated with Unit I restart efforts and because of schedule conflicts on the part of NRR participants.

Members of the San 0:.ofre SALP Board are herewith provided a SALP guidance package to be used in preparing performance analyses of the various functional areas. This package consists of the following:

Description of functional areas (Attachment 1)

Evaluation criteria (Attachment 2)

Attributes for the evaluation criteria (Attachment 3)

  • Performance categories (Attachment 4)

SALP evaluation matrix (Attachment 5)

Sample f inctional area perf ormance analysis (Attachment 6)

Data on inspe tion effort, enforcement history, and licensee event reports will be distributed to board members by P. H. Johnson near the end of the SALP period.

Consistent with reference (1), the anticipated outline of the San Onofre SALP Report is shown below, along with the individual (s) assigned lead responsibility for preparing each section.

Each person assigned lead responsibility for a functional area shall prepare a performance analysis and submit it to P. Narbut by April 14, 1986. Each performance analysis shall be prepared as follows:

Note: When site-wide activities are performed in common for all three units (e.g., Radiological Controls), a combined analysis and rating is appropriate. When activities and/or the staff performing the activities are distinctly different between Unit I and Units 2/3 (e.g. , Operations or Maintenance), separate performance analyses and rating should be provided.

1. Assess the licensee's performance in the functional area based upon inspections performed, available data, and observations of licensee performance during the SALP period. Obtain inputs from others who had inspection responsibilities in the functional area. In assessing the licensee's performance, use the guidance in Attachments 1 through 4.
2. Prepare a performance analysis for the functional area following the i format of Attachment 6. If appropriate, discuss the trend of the  ;

licensee's performance since the previous SALP period (refer to i Attachment 4). The analysis should reference pertinent data, j( enforcement items, or events when appropriate, but should be principally a qualitative analysis of the licensee's performance in i

l the area (depending upon level of activity, approximately one-half j page to a page and a half in length when single-space typed). '

3. The analysis for each functional area should address the six SALP l criteria (see Attachments 2 and 3). I 4

Include recomendations for liceisee actions related to the functional area.  ;

5. Provide a copy of the SALP evaluation matrix (Attachment 5),

assigning a performance category for each evaluation criterion.

Provide written input addre.ssing observations during the SALP period.

The board secretary will consolidate these into one secticn.

NRR is requested to prepare the summary of licensing activities required by the appendix to Draf t hTC Manual Chapter 0516 (dated November 5, 1985), Part Vll, Exhibit 2, Paragraph V.I (page 25).

For RITS reporting purposes, time expended for this San Onofre SALP effort should be charged to Report Nos. 50-206/86-10, 50-361/86-09 and 50-362/86-09.

By copy ot this memorandum, the Director, Of fice of Investigations, San Francisco Field Office is requested to provide (by April 14, 1986) a. summary j of ma,ior investigative activities involving San Onofre and their results.

In addition, by copy of this memorandum the Directors of IE, AEOD, and htSS are tequested to identify SALP Board representatives (if determined appropriate) and provide any known significant information as required by the appendix to the draft NRC Manual Chapter 0516 Part III paragraphs A.2.a and B.2.e. This information is requested by April 14, 1986.
