SUBJECT:

FT. ST. VRAIN SALP INPUT FOR OPERATOR LICENSING During the SALP reporting period of May 7,1986 to April 30, 1987, two sets of replacement examinations were administered at Fort St. Vrain (FSV).

Seven of the ten license candidates passed the examinations aciministered during the weeks of May 19 and September 15, 1986.

Replacement examination performance was acceptable to the extent it could be measured with such a limited sample.

Requalification program performance was audited at FSV during the reporting period by site visits during the weeks of May 19 and September 15, 1986.

Significant performance problems were found during the May site visit, such that the FSV Requalification Program was found to be unsatisfactory. Another visit was required in September, which resulted in program improvements sufficient to reclassify the program as satisfactory.

For further information, a copy of the pertinent sections of each of the Requalification Program Audit Reports is enclosed.

Sumarizing, FSV performance in all aspects eaasured by the Operator Licensing section was marginally satisfactory.

However, as indicated in the enclosed report, significant weaknesses were observed.

Evaluation of the 1987 Requalification Program is continuing at this time, but preliminary indications are that significant weaknesses contirde to exist. A copy of the final report for 1987 will be forwarded as soon as possible.
