1997 EMERGENCY PREPAREDNESS EXERCISE OBJECTIVES AND SCENARIO

Dear Mr. Randolph:

l We have reviewed your letter dated June 12,1997, and the enclosed objectives and scenario for the Callaway Plant radiological emergency preparedness exercise scheduled for August 12-13,1997.

Based on our review, we determined that the exercise objectives are appropriate to meet emergency plan requirements; however, the exercise scenario is not acceptable. _ The .

results of our review were discussed with Messrs. John Neudecker and Dale Lewis on l July 15 and 16,1997. To resolve the scenario problem, your staff proposed to rewrite the  ;

scenario and provide a copy to us by August 4,1997. Thie action satisfactorily resolved )

our concerns. I In_ addition, for future reference, we noted that the exercise objec. as were not submitted to the NRC 90 days before the exercise, as expected, and that the correspondence was not properly addressed. We discussed both points with your staff.

We contacted the Fedoral Emergency Management Agency, Region Vil, during our review.

Mr. Joseph Schulte had no comments for us to relay to you.
