Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the February 23, 1994, exercise of the offsite radiological emergency response plans for the State of Louisiana and affected local jurisdictions site-specific to the River Bend Nuclear Station. The State of Louisiana and the Parishes of West Feliciana, East Feliciana, Pointe Coupee, West Baton Rouge, and East Baton Rouge fully participated in the exercise. This report was prepared by the Federal Emergency Management Agency (FEMA) Region VI staff and copies will be provided to the State of Louisiana.

There were two Deficiencies identified during the February 23, 1994, exercise. The first Deficiency involved Pointe Coupee Parish's failure to coordinate a Protective Action Decision (PAD) which resulted in conflicting information between the PAD and the EBS message that was broadcast to the public. This Doficiency was corrected during a remedial drill conducted on June 9, 1994. The second Deficiency was assessed to East Baton Rougo Parish and involved an inadequate demonstration of several objectives at the Louisiana State University (LSU) Reception Center. This Deficiency was corrected during a remedial drill conducted on June 10, 1994.

The results of the remedial drills are included in the enclosed report.

In addition to the two Deficiencies, there were ten Areas Requiring Corrective Action (ARCA) identified during this exercise. FEMA 4 Region VI staff will coordinate with the State of Louisiana to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the February 23, 1994, exercise, and the June 9-10 remedial drills, the offsite radiological emergency response plans and preparedness for the State of Louiniana and the

] affected local jurisdictions site-specific to the River Bend a

Nuclear Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be t.aken of fsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to the River Hend Nuclear Station granted on October 17, 1985, will remain in offect.
