I Thank you for your letter of December 6,1985 to Chairman Palladino concerning

the November 18, 1985 application from Baltimore Gas and Electric Company (RG&E) to reduce the size of the emergency planning zone (EPZ) for Calvert [

1 Cliffs Units 1 and 2. I am writing to advise you of the status of the staff's t j review of BG&E's request.

4 BG8E's application is for an exemption from the Comission's regulations which require that, generally, the plume exposure pathway EPZ for nuclear j power plants shall consist of an area about 10 miles in radius. The NRC  !

staff is presently in the process of identifying the legal and technical '

j issues associated with BG&E's request. BG&E's application will be carefully

, evaluated in light of the present status of ongoing analyses regarding i source term data and methodology and reference plant risk profiles. At this l time, the' staff's review has not progressed to the point where it could

! address the merits of BG&E's request. Let me assure you, however, that the staff is sensitive to the public's interest in the issues raised by BG&E's request and that any proposed action by the staff will be in full considera-tion of that public interest. j Thank you for your comments concerning BG8E's application to reduce the size l of the EPZ for Calvert Cliffs. At the present time, we are reviewing this application to determine the range of issues which must be addressed.

It has been decided, however, that d to the controversial nature of the EPZ reduction issue, some fonn of public 'articipation is appropriate. As with similar licensing actions, a notic wilh be placed in the Federal Register concerning an opportunity for so form o public participation. Based upon the response to that opportunity aservi(cglistwillbecompiledtokeep interested parties appraised of developments.
