SUBJECT:
HIGH PRESSURE TURBINE VIBRATION The licensee reports that evaluation of turbine test results by Westinghouse indicates a resonance vibration in the high pressure end of the turbine.
The vibration is attributed to the newly modified governor valves that were installed during the recent outage and has been linked to the socket-weld failures on the 1 1/2-inch steam chest drain drain line. This drain line ruptured twice following initial startup of the facility on August 18 following an extended outage.
The plant is expected to be shut down for approximately five days while the governor valve replacement is being performed.
Area media interest has occurred, and both the licensee and the NRC have responded to inquiries.
The State of Florida has been informed.
