SlW ECT: Meetings On Emergency Preparedness criteria For Meteorological Considerations And Eme.rgency Response Facilities The staff has developed a number of documents outlining guidance on emergency preparedness matters that am being implemented at operating plants and plants under construction. The staff will conduct meetings to discuss and clarify issues of generic nature with licensees and applicants. These meetings were announced on March 17. 1961. in the Federal Register (46-17173) and wt11 cover the areas of meteorology and Emergency Response Facilities.

Attendance at these meetings is encouraged and registration will be at the meeting. You and your representatives may attend any of the three meetings.

Particulars of the meeting and the agenda are given in the enclosure.

The primary purpose of these meetings are:

(1)toconsolidata meteorological programs mlating to emergency preparedness; (2) guidance on outline an acceptable schedule and the regulatory approach for implementing the program; (3) provide a brief description of ongoing tRC activities pertinent to the meteorological considerations in energency preparedness. In a related area, the criteria document (NUREE-0896) for emergency response facilities was recently published; the staff will take the opportunity to review the final report.

On April 21,1980 Commissioner Bradford retquested that all fomer Brown & Root, Inc., (B&R to detemine the reason ( ) Quality Control Civil Inspectors be contacted they quit and/or wem terminated.

On April 22,1980, ' Houston Lighting & Power Co. (HL&P) was mquested by Region IV to provide the names and addresses of all QC Civil Ir.spectors who had worked for S&R at 517.

On April 25,1980, HL&P provided to Region IV the names and addresses of fomer employees. The following is the msult of the followup inquiries by Region IV.

69 Total number of QC Civil Inspectors who had worked for BAR at STP.

-5 Individuals who wem personally interviewed by 0!A and indicated they quit /teminated for specific and varying reasons as identified in a forthcoming OIA Report of Investigation.

-7 Individuals who were intary*. awed by IE persoristel; including one who claimed he was fired due to horassment from BAR management.
