TELEPHONE CALL FROM AMERICAN 'dTAL MARKET !EWS REPORTER - HOUSTON, TEXAS, OFFICE P2GARDING SOUTH TEXAS PROJECT, UNITS NO. 1 & 2 On August 30, 1979, Mr. Jim Radden, reporter for the American Metal Market News Reporter (713/223-0300), called to obtain additional information on the bolt problems at STP. He wanted to know when this matter would be resolved and when HL&P Co. would submit the final 50.55(e) report to the NRC. I informed him that, based on the most recent letter from HL&P Co.,
the final report would be issued on January 2,1980. I also provided him with some of the specifics regarding the bolt problems.

50tJIH TEXAS PROJECT ELECTRIC GENERATING STATION REVISED' MSPONSE TO NRC INSPECTION FINDING DOCKET NOS. 50-498/77-03 and 50-499/77-03
Dear Mr. Seidle:
In our previous response to NRC Inspection 77-03 associated with concrete aggregate gradation records, we ec==itted to having Pittsburgh Testing Labora-tory (F7L) establish a fo:=al rotation of testing personnel on a regular basis.
This was done to ensure that no individual FTL inspector had responsibility for the same activity over a long period of time.
Because of the natural attrition of testing lab personnel and the special-1:ed training recuired for each activity, we have elected to utili:e the fol-lowing system which revises our commitment to 77-03.

A system of reviews and multi-tiered supervision has been i=plemented in which all Level I rechnicians are under supe: vision by a certified Level II technician. Reports received from Level II personnel are again checked by the cogni: ant senior Level II and assistant =anager/
docu=ent supervisor. Additionally there is a check / review by a Brown 5 Root (B&R) Quality Control surveillance inspector prior to final review and transmittal to the BSR Quality Assurance vault.
2.
Personnel with a higher degree of education and/or backgrcund experi-ence have been assigned to the aggregate section.
We believe that this method of recurrence control is a better mechaniss for assuring accurate records in that it places the responsibility on F7L supervision.

The NRC staff is developing guidance for an acceptable method for providing the emergency response facilities needed to implement the plans for coping with emergencies that are required by paragraph 50.34 and Appendix E of 10 CFR 50.
The proposed functional criteria for the Safety Parameter Display, Technical Support Center, Emergency Operations Center and Nuclear Data Link were recently published in NUREG-0696, " Functional Criteria for Emergency Response Facilities."
The staff is now soliciting public connent on these proposed criteria and will hold three regional workshops for the purpose of presenting and discussing the criteria, receiving connents and answering questions.
4 A workshop will be held at 8:30 a.m. at the Stadium Hotel, Atlanta, Georgia, on August 22, 1980, with registration beginnino at 8:00 a.m.
You are invited to send representatives from your company to participate. The subject areas to be discussed include the functions of the various parts of the facilities, the location, size, staffing and habitability of the TSC and EOF's and the design criteria for the reliability, separation and independence of data acquisition and display systems.
