on May 5, 1980, a conference call, with Crossman, Phillips and Bubacek partici-l pacing, was made to a former EL&P welding supervisor (Individual "I").

Individual "I" reiterated concerns expressed during the previous conversation with RIV on l

May 1, 1980, (see memo to file, dated 5/1/80) and disclosed the following addi-l l

tional concerns:

A meeting (Individual "I" has a copy of usating notes) with Individuals "A",

i "C", "E" and "E" was held to discuss the high (86%) weld reject rate and i

weld procedure specification (WPS) deficiencies.

Individual "I" stated l

l that the procedures were inconsistent and lacking in detail such that welds could not be properly made.

Individual "I" said that he had reviewed the WPSs and compiled a list of approximately 100 coments which he signed and i

submitted in November 1979. A B&R representative (Individual "B") told

_ Individual "I" that B&R agreed with the coments and would take them into i

consideration. Individual "I" left STP before any corrections were made.

h Individual "I" stated that he was concerned about welding (failed to meet i

ANSI B31.1 visual requirements) of approximately 4 or 5 runs of 14" to 20" carbon steel pipe in an area near a previous temporary access to the Unit 1 l

NEAB. En stated that Inds.vidual "P" was notified of the welding condition l

and knows the exact location.

Wald Data Cards for NEAR work which took place on a Monday and Tuesday i

contain signatures by an individual (unidentified) who was shot dead in i

a Bay City bar on the previous Priday.

Individual "D" was the Senior l

Project Welding Engineer when this occurred.

Brown & Root was to have investigated this matter.

Individual "I" wrote a memo to EL&P describing approxisately 10-15 concerns, stating that it would only be a matter of time before the NRC found out about the welding problems and shut them down. _ Individual "I" stated that B&R failed to do bend tests and that radiographyat SIP was the worst he had ever seen.

Individual "I" was told the Level I and II certifications were none of his business.

Individual "I" stated that he did not want to begin reactor coolant system welding without an ISI representative present.

Individual "I" was told that ISI was at that time irrelevant. Workmen were not trained in ISI require-monts.

Individual "I" could not convince Individual "A" of the gravity of the problem with B&R.

Individual "A" would not do anything.

3&R was " totally running the show." Individual "I" explained HL&P's responsibility under the ASME Code to, Individuals "A", "C" and "D".

They were not aware of their Code responsibilities.

h Automatic welding on the reactor coolant system was done ou double shifts.

There were no EL&P % personnel monitoring the second shif t.

Individual "I" alleged that HL&P management including Individuals "A", "G" and "K" had no knowledge of the requirements of nuclear safety.

Individual "I" stated that during reactor coolant system welding, the intgrpass temperature reached 600,F in some cases (mmr4== allowed was

~350 F).

Individual "I" does not know if an NCR was written or an evaluation was made of the condition. This occurred during the first reactor coolant system weld.

pours, what is the function of the Containment Buildings and what is the l

function of the conemi-ent liner. During the conversation, I informed Mr. Scarlett that earlier in the day EL&P had informed as that the final 50.55(e) report on the void probism has just been placed in the mail.

I suggested that he contact Mr. Tim Parsons, PIO-EL&P, and request that he be provided a copy of the report in the interest of obtaining factual information for his forthcoming news article.
