REACTIVE EFFORT BY IE REGIONS Pursuant to your request in memorandtsi, same subject Septerber 11,1979,

- the following list of major reactive inspection cases wherein significant manpower was expended by Region IV personnel is submitted.

While the following reactive cases represent major effort for specific cases, it must be pointed out that about a dozen minor cases add significantly to time utilization of inspectors for reactive effort.

Overall, the impact of reactive inspections (requiring an estimated 3565 manhours) have essentially eliminated all of the inspector's 20 percent independent inspection effort. Considering the fact that the majority of time utilization for reactive inspections at Comanche Peak has been since April 1979, the figures given for Comanche Peak include 41% of the Resident Inspector's available inspection time.

Houston Lichtino and Power Co. - South Texas Project, ON 50-498; 50 a99 Allegations at this project, by both employees and former ec:ployees, were issues concerning poor quality of work in the civil / structural area and intimidation of the QC inspectors in this area by construction and engineering forces.

The direct investigative effort and associated preparation, documentation and administrative activities required approximately 750 manhours during FY 1979.

Kansas Gas and Electric Co. - Wolf Creek Project. DN STN 50-482

. Time utilization associated with the base mat problem was approximately 2000 manhours for FY 1979. The licensee reported this problem as a significant construction deficiency in March 1979.

Thornburg September 21,1979 Time expended was for direct and augmented inspection effort, investi-gatory effort of associated allegations; meetings with consultants and responsible utility, A/E and cohstructor personnel; documentation of inspection / investigation efforts; evaluation of consultant and testing laboratory reports; and activities associated with press, concerned citizens and intervening groups.

Texas Utilities Generatino Co. - Comanche Peak, DN 50-445; 50-446 1.

Omission of Shear Tie Reinforcino Steel in Unit No. 2 Reactor Containment Buildino (RCB) Exterior Wall Regional notification was by the utility to the Resident Inspector.

Time utilization to date has been approximately 85 manhours.

Time was expended to evaluate the problem and corrective action for repair,. review of corrective action to prevent recurrence and inspection of implementation of proposed corrective actions.

Allecations in Regard to Quality of Construction Regional notification was by news media and telephone calls and letters to the regional _ office.

Time expenditure for seven investigations of 33 allegations consti-tuted an estimated 650 manhours for investigative activities, documentation and associated travel.-

Louisiana Power and Licht Co. - Waterford, Unit No. 3, DN 50-382 Investigation of eight allegations contained in a petition filed by R. L. Liesen in U. S. District Court in New Orleans required 80 manheurs.

Time was utilized for investigative activities, documentation, and evaluation of findings.
