RESIDENT INSPECTOR'S COMMENTARY - SEPTEMBER 1979
~ The first two weeks of September 1979 were devoted to an investigation of a number of allegations which had been made prior to my first day on site which was September 4, 1979, Although I would have preferred to spend the time getting the office organized, reviewing past RIV records and preparing for inspections, I think the time was well spent because this will allow me to start with a clean slate as far as allegations are concerned.
September 17th was the first opportunity to perform on-site inspection. This time was spent observing the first concrete placement af ter the stop-work order was lifted. Details of the inspection of the concrete placement and independent inspection are documented in NRC Report No. 50-498/79-15; 50-499/79-15.
I spent most of the remaining time (Sept. 18-30) organizing the office and preparing for resident inspection program activities. The following are some highlights of weekly activity (See Attachment 1):
Received and arranged most of the office furniture. Received reference material (7 boxes) from RIII.
(Only lack chairs, storage cabinet and telephone service)
Routes to site flooded. HL&P personnel off Ils days.
(See Attachment 4)
Set up files for old and new records.
Met with Postmaster to arrange for mail box and parking government vehicle.
Developed forms for reporting monthly / quarterly report, inspection program status, time / attendance and inspection procedure (766).
(See attached reports)
Reviewed routine mail received.

Set up

Reviewed "B" inspection procedure records to determine the status of the IE inspection program versus Units 1 and 2 construction progress.
Met with key HL&P QA personnel to discuss civil, electrical and mechanical c -- areas as well as' tour key areas of work activity.
Travelled to Houston to pick up government vehicle.

Performed voluntary overtime off-site review of site general arrangement drawings and two volumes of the FSAR. To date I have reviewed volumes 1 i
through 6 to, f amiliarize myself with project data.
The only frustration at this point is the desire to be further along, however, 3
I feel I have made significant progress considering I have had only nine days

excluding investigation time to get things squared away.
i I would like to express my thanks to all who helped set up the office prior to my arrival. This has helped reduce the number of problems and frustrations.
Turning to the future, I will start "C" inspections on Monday, October 1, 1979.
I will be in Region III-October 15-19 and 22-26 to perform turnover inspections 4
and will take three days' annual leave during these periods. Regardless, I will

try to perform all required monthly inspections. After reviewing the status of "B" inspection procedures, I feel several areas need attention or else the opportunity to inspect some areas may soon pass.
