REQUEST FOR VERICLE FOR SOUTH TEXAS PROJECT (STP)

RESIDENT INSPECTOR

Dear Mr. Neill:

Mr. Leo L. Floyd of my staff recently contacted you in reference to the subject request. During this.talephone conversation, you stated that the first step in obe=4=4=g a vehicia is to submit a letter to your office describing the type of vehicle needed and how the vehicle will be used.

The Nuclear Regulatory Commission (NRC) recently decided to assign Resident Inspectors to nucisar reactor construction sites. Mr. H. 8. Phillips, NRC Basident Inspector, was assigned to South Texas on August 27, 1979. As a result of this assignment,~he win need either a four door station wagon or sedan to perform his inspection duties. The following outlines the justifi-cation and typical mileage:

Justification Use of a government vehicle will increase the Federal Inspector's visibility on site.. This site has had congressional and public attention for sonstias, therefore, demonstration of government attention is very important.

Access to the site will be easier since STP security would more readily allow an official government vehicle on site than a private vehicle.

The inspector must travel around the STP site, which covers 12,220 acres, to perform required inspections. Obviously, the inspector must have a vehicle in order to cover such a large area and to perform inspections la a annaer which would be afficient and cost effective.

bomb threats, civil strife, etc. An official vehicle would afford instant access and would afford protection from acts of violence i

and/or vandalism.

1 part of Texas.

who routinely travel from Dallas to the South Texas Project to perform inspections.

by the Resident Inspector for the purpose of commuting between his l
