Dear Mr. Shreve:

INTERAGENCY AGREEMENT NO.83-001 Pursuant to the authority contained in the Energy Reorganization Act of 1974, as amended, tne Office of Nuclear Regulatory Research, U.S. Nuclear Regulatory Commission (NRC) and the National Bureau of Standards (NBS) desire to enter into a cooperative agreement whereby NBS will develop a conceptual framework for fire risk analysis in nuclear facilities.

NBS and NRC agree to the following tems of this agreement.

I.

Period of Perfomance The period of perfomance extends from acceptance of this agreement by both parties through~ December 31,1983.

II.

Scope of Work NBS shall perfom specific tasks in accordance with the enclosed statement of work, which is made a part of this agreement.

III.

Reports NBS shall provide written reports to the NRC as stated in the enclosed statement of work.

NBS should also submit cost reports showing the cumulative amounts spent on major cost elements (e.g.,

direct project labor. Center for Fire Research, etc.). These re-ports will ' e submitted quarterly and at the end of FY 1983.

They will be submitted to the NRC project manager.'

Estimate of Cost and Oblications of Funds

The work described in this agreement is expected to cost $70,000 and that amount of NRC funding is hereby obligated.

Costs to the NRC cannot exceed the funds obligated under this agreement.

For purposes of project management and accounting control, this project should be identified by using the control numbers B&R No. 60190105 and FIN.B8957 on all correspondence and vouchers.

NRC authorizes advance fundings of the FY 1983 funds.

V.

Billing Instructions To receive reimbursement under this agreement, NBS should forward to NRC an original and three copies of Standard Form 1081 each month in accordance with the Treasury Fiscal Requiremerts Manual, Bulletin No. 78-09.

Funds Availability Any FY 1983 NRC funds remaining unexpended on September 30, 1983 may be carried over into future fiscal years unless otherwise noti-fied by NRC.

Termination of Agreement This agreement may be unilaterally terminated by either party upon 30 days written notice to the other party.

Any project expenses up to the temination date will be paid by the NRC.

Any expenses in-curred in terminating the agreement shall be paid by the party ter-minating the agreement.
