The enclosed NRC Eorm 173, Standard Order for DOE Work, is hereby sub-mitted in accordance with Section III.B.2 of the DOE /NRC Memorandum of-Understanding, dated Eebruary 24, 1928.

A reguest for proposal on the above program and a statement of work were submitted to BNL on October 19, 1982.

Ihe purpose of this letter is to modify the statement of work, provide $10,000 in initial funding and authorize initiation of work on project 1.
