Sandia Technical Assistance to the Division of Safety Technology, NRR, " Determination of Event Sequences Contributing to Overall Frequency of Core Melt" (A-1298) and " System Interaction Methodology Application - Phase II" (A-1295)

The enclosed NRC Fonn 173, " Standard Order for DOE Work," is hereby submitted in accordance with Section 111.8.2 of the DOE /NRC Memorandum of Understanding dated February 24, 1978.

FY 1982 funding authorization in the amount of $90,000 was transmitted by memo dated April 8, 1982 and $65,000 by memo of August 18, 1982. The purpose of this letter is to modify the SNL proposal dated liay 14, 1982 as changed by the Standard Order for DOE Work Nurber 20-82-567 dated August 18, 1982 and to transfer FY 1982 funds in the amount of $10,000 from FIN A1295 to FIN A1298.

This modification should be' included in the revised proposal for FIN A1298

-requested in my letter of August 18, 1982.

. MODIFICATION TO " EVENT' SEQUENCES CONTRIBUTING TO FREQUENCY OF CORE MELT," FIN'A-1298

. Add Task 6 WORK REQUIREMENTS Task 6: Determine impact of unresolved safety issues upon systems important to risk.

<For the unresolved safety issues identified in the sub-tasks, an evaluation

~

will .be' performed which estimates the impact of these issues on systems which.have been identified as important to risk through the methodology developed in Task 1. By investigating the systems which could potentially be impacted by the unresolved safety issues, the contractor will attempt to ' quantify the reduction potential in core melt frequency through resolution of the unresolved safety issue.

Sub-tasks:

Subtask 6a: For unresolved safety issue A-43, " Containment Sump Performance," the contractor will estimate the impact-of this

- issue on core melt frequency for Surry, Crystal River, and Calvert Cliffs. In perfoming this analysis the contractor will assume a failure for the recirculation sump due to insulation blockage

.and determine how this failure will impact the availability of-systems utilized in the plant PRAs. A range of failure probabilities will be assumed to arrive at the sensitivity of this issue upon core melt frequencies. Finally the contractor will estimate the impact which resolution of this issue will liave on core melt frequency and risk.

, .. .,3 3, Subtask 6b: For unresolved safety issue A-1, " Water Hammer," the contractor will estimate the potantial impact of this issue upon core melt frequency. Through review of water hammer events, the contractor will determine if the occurrence of this event is sufficiently high to call into' question the reliability of systems which had been assumed previously in plant PRA studies. If the contractor and the staff agree that water hammer does have the potential for reducing the availability of systems found to be important to risk, the
