I don't understand what "NA" means on the blue sheet about consultation with the State. If you were not able to contact the State, try again.'

I can understand "NA" if we were not able to contact the State on an emergency but not on something like this. You have to try to contact the State before this is issued.

The cover letter and the Federal Register notice both said change #8 is covered by this amendment but the SER, on page 2 says that its not covered by this amendment because it was previously approved. What's right? If it has been prevenusly approved, that's okay except that this notice has to be changed and the discussion in the letter has to be
