First, this package did not include a copy of the Federal Register notice of the proposed no significant hazards consideration detemination.

I found it anyway. However, in looking at it, I notice we only noticed the October 3 application whereas this appears to be granting an amendment t,ased on the October 3 application as amended as supplemented on October 26. That has to be explained. What was in the October 26 notice? Does it supplement the original one? Depending on what was in the October 26 notice, we may have to renotice it.
