Note the suggestions for modifying some of the language marked up on the r

p:tckage, particularly the language relating to valving things out and valving them in.

In addition to that, change one goes on at some length to indicate what the licensee said - bottom half of page 4.

I don't see that we indi-cated whether we agreed or disagreed with the licensee and in the absence of-that, I don't see any other basis _for our conclusion that its okay, so you have to add some staff conclusion with respect to change number one.
