SUBJECT:

~JAMENDMENT TO AUTHORIZE TRANSFER OF SPENT FUEL BETWEEN UNITS

-As we discussed, the language in the SER concerning a. final NSHC finding should be deleted.. Since no request for a hearing has been received, the

finding.is not necessary. Also, the SER should include a discussion of the Staff's basis for concluding that there is reasonable assurance that the transfer of' spent fuel will not cause the bulk pool temperature to exceed'150*F. As written, the SER implies that to allow the bulk fuel.

temperature to exceed 150*F-would be unsafe, but that the Staff presently has no basis for concluding that it will not exceed 150*F.

-Until_these changes are made I'cannot recommend OELD concurrence in the amendment package.
