BROWNS FERRY 1 ISOLATION VALVES (DELD#839515) I have trouble with our basis for concluding that change #7 is a no signifi-cant _ hazards. Change #7 is described as a change in description of the characteristics of some isolation valves from normally closed to nonnally opened. -Yet, our description of no significant hazards says this is a purely administrative change. Was the specification originally issued wrong? If that's what the change is, then this is an administrative change - to correct an error, but on the other hand I can't tell from this package whether or not the plant wasn't built wrong. What was the basis in the original design of the plant? Was it designed opened or designed closed? What's the nature of the error? If its simply that the specification contained an error, then say so but in that case I wonder why Browns Ferry has had this kind of an error in its technical specifications for ten years?
