Attached is a note from Mitzi Young to me indicating our problems with this package.

In addition, I note that the package indicates what the licensee said. Do we agree? On what basis do we agree? We are using the three

criteria tests and you need to discuss each of the three criteria and why this amendment doesn't affect them. What effect does the lost of the supervisor's attention have on any of those criteria? Why isn't that lost of attention going to be an insignificant affect on the way the plant operates? That's not discussed.
