There are some minor editorial changes marked up on the package. In addition, the example does not seem to be correct. The example you refer to relates to situations involving a change in the Ragulations which has resulted in the need for minor modification to the license.

This doesn't appear to be thatcase. There is notindication in this package that the change is caused by any change in.the Regulations. If that's true -then you need more discussion of the change in the Regu-

-lations which caused this change. If not, pick another example or analyze. the three factors.
