Thank you for your note of January 3,1984.
I gather that altnough the Unit 1

tech specs may not be sufficient for two-unit operation, they are okay for a single Unit.
If so, I don't see a need for any imediate action to modify the technical ~ specifications as a result of the test results.
If the Licensee
' chooses the more restrictive tech spec limits (81*F), that appears to be exceptable for the tech specs.- However, with this much advanced warning of the nature of the problem, the Licensee will hardly be in a position to request an emergency tech spec change in the Summer when the temperatures get above 81*F. As long as the Licensee understands this, I don't see any problem with-it. That is his choice. He can choose a more limiting method of operating '
his facility but if he does, he does that with full exceptance of the conse-
- quences of that; and that is, if the temperature gets above 81*F, he has power
,1 1 restrictions and he certainly can't, in the middle of the Sanmer ask for

If he wants to avoid these kinds of restrictions,.he'd E
'better get going now on figuring out ways to modify his plant design for operating conditions.to avoid these limitations.
