McGUIRE 1 - MODES 5&6, COLD SHUTDOWN & REFUELING (DELD#842202)

We need at least some indication that we've done an evaluation to reach the conclusion that its safe to allow them to make this tech spec change. This package doesn't seem to be anything but a lot of words. What evaluation, what-thought process, did this Agency go through to reach the conclusion that its okay to switch from one mode to another without having conctrol room ventilation?
