You have all of the right words for a no significant hazards consideration finding but I just cannot agree that allowing McGuire to operate at virtually 50% of power with a main component of the ECCS system inoperable involves "no significant hazards". If I remember correctly, the entire ECCS modeling for this one includes the modeling of the contribution from
.the UHI. We have said a number of things about the value and importance of UHI injection on these plants and now we're going to simply say its insignificant to close off the UHI for operation of up to 50% of power?

this up with Darrt11 and if the technical staff, at its highest level, believes that operating at almost full power with the UHI buttoned off is insignificant, then that's up to you people. I just don't see how I can call it insignificant and I-want that decided by the technical staff at its highest level.
