On the Prairie Island package, my reaction is I'm glad you talked to Dilanni and you got the information from Dilanni but basically, I do not want you on the hook for deciding whether or not this involves a tech spec change. You don't look at it... you haven't done the i
research on the background and history dor it. I want you off the hook on that decision unless you do the necessary work in order to enable you to reach a conclusion as an attomey on that question.
- That's why I agree with the way you signed off on the package. Your sign-off puts that monkey on NRR's back. That's their job, they keep the package, they keep the tech specs, they want to hurry them through

this office, they don't give us the time to review those packages in the depth necessary to reach a legal conclusion on what a particular tech spec says or doesn't say -- we don't have a copy of the tech specs. So that monkey should be on their back and that's why I agree with your sign-off on this package.
