On this'particular package you should do more on the no significant hazards consideration basis, not just provide the example. What you really need to do on this one is to explain why the restriction on the ten spaces was put in amendment 69. Why weren't they authorized to use all of the spaces in the spent fuel rack. Whatever the reason is, that's what you have to analyze now.. Why was the restriction that was put in then no longer needed and no longer significant? This is the key to the discussion here of significant hazards, this is what you have to first discuss and describe. Then you can either do the-three factors or use an example. The key to this one is what was the original restriction,'why was it put in and why is it no longer relevant now?
