The package isn't bad in general but it has the wrong example.

Example 7 relates to changes needed to make the license confom to changes in the Comission's Regulations. The Regulations involved haven't been changed, we only changed our criteria or changed our review standards. That's not example #7. Use one of the other examples or go through the analysis of the three standards; either way is okay but the example you have is the wrong one.
