- This basis for the no significant hazarads _ consideration conclusion is not sufficient. All you simply say is that the reason for the changes is to make

- the tech spec consistent. That's dandy but there is no justification for asserting that the correct consistency is-to raise the 200* temperature to-350'.

Its not clear that the correct way to do this isn't to reduce the 350' to 200'..You have to give more description. Consistency is not sufficient.

You also have.to describe... not only is it consistent but.its the right way to be consistent. You have to have some discussion to indicate that this is the right direction for this change to be made in, that there isn't any problem with making the change in this direction..
