LIMERICK DESIGN VERIFICATION PROGRAM (0 ELD # 840 600)

Apparently, there has been an NRR/I&E policy decision to require IDVP's for the plants completing construction. This note simply points out that the

. implementation of that policy decision can very well inject a new issue into ongoing hearings (particularly for plants like Limerick which are contested fairly vigorously) at a fairly late stage of the proceeding. Of course we have no objection to the Staff getting whatever information it feels is

necessary but we do point out to you the reverse side of the coin - now that the Staff has pointed out an inadequacy in the program in the application as submitted, intervenors have the opportunity to raise late-filed contentions concerning these issues.
