GRAND GULc 1 AMDT 10.TO FOL f NPF-13 (OELD # 837 463)

This is unacceptable. Coments were received from the State and from a Mr. Kenneth Lawrence. The coments miist be discussed in the package which foms the bases for our no significant hazards consideration detemi-The coments from nation, specifically in this case, the SER report.

Mississippi appear to have quite a bit of substance to them and should be evaluated and discussed giving due weight to the substantive information contained in the coments.

The Similarly, Mr. Lawrence's coment should be addressed in substance.

fact that Mr. Lawrence also did not state why he thinks 1322*F PCT is unacceptable is not a sufficient analysis by the staff of his coment that a 400* rise in PCT is significant (notice the distinction between

" acceptable" and "significant", it is important).
