GINNA -' ENRICHMENT Filei. ASSEMBLY (DELD#'841254)
The package itself is okay and can be sent out.
It was prenoticed and there is no request for hearisig on it; however, this is the same thing that we've discussed a number of times.
I think the Staff's technical review and analysis of these things are skimpy at best.
I think its inadequate. These are the ones in which the change of fuel concentration in the spent fuel racks is authorized and_as we've discussed before with Burlinger and Dan Fieno, there is no other restriction. As a result, the effect of this change is not only to change the allowed concentration in the spent fuel racks but also, the effect of it is to permit the Licensee to use a higher concentration fuel $n the reactor. And yet, that effect isn't even discussed
.in this SER. We are analyzing only the tip of the iceberg as part of our analysis; deliberately doing so. That bothers me.
It think that is not technically sufficient.
I remember our discussions with Burlinger and Fieno i.
and I'm still not convinced.
