VERMONT YANKEE REQUIREMENTS ALREADY IMPOSED BY AN ORDER (OELD i 836 516)

I need a lot more information on this package. I do not understand why anybody is considering an amenduent simply to reflect what's already required by the order. Why don't you come over and talk to Karen Cyr and me about why anybody wants this tech spec amendment? We're confused as to why anybody would want it - it doesn't make a lot of sense.
