SUBJECT:

PALISADES - HYDROSTATIC TEST PRESSURE OF THE SERVICE WATER SYSTEM (OELD f 836 219)

You have to do something more about this package. Although the change may still conform with the regulation requirement, it looks like a rather significant change in a margin which assures operability of the service water system. The service water system was being tested at 150 psig., giving you a 50% margin over design and now the test pressure is being dropped to 110 psig. which is only a 10% margin over design.

It looks like a significant reduction in margin. You have to explain why that change either is not a significant reduction in margin for that system or that it isn't a significant reduction in overall plant safety.

reduction in margin and you don't explain why it isn't.
