SUBJECT:

SUMMER TECH. SPEC. CHANGE ON CONTROL ROOM VENTILATION AIR FLOW OELD has been_ asked to concur in what purports to be input for a Federal Register notice of consideration of amendment to the Summer operating license. We have a couple of problems with this package.

First,'the description of the amendment is so vague as to be essentially useless to put the public on notice as to what is being proposed. There is.no indication,as to what the present tech specs. require, what the air flow requirements would be changed to, what the significance of air flow requirements are, or why those requirements are being changed.

Second, there is really no support for the proposed NSHC finding.

From the current description of the amendment and basis for the NSHC finding, it is not possible to discern whether this change would increase air

flow requirements, decrease air flow requirements, result in very significant changes, or constitute merely a correction of a

. typographical error.

If, in fact, we are going to assert that this is nothing more than a very minor administrative change falling within an example of an action likely to involve NSHC, the applicability of such example must be shown in the notice.

Because of these problems, OELD is not prepared to concur in this package in the present form.
