SUBJECT:

CALVERT CLIFFS 1 - AMDT to 0L With respect to the organizational Tech Spec change, something more needs to be added to support the conclusion that the changes are simply admini-strative. A change in the composition of the Plant Operations and Safety Review Committee could affect the technical qualification of the organi-zation. You need something to indicate why you believe it does not in any way affect the technical qualification of the organization.

If it does affect the technical composition of the organization, explain why it is not significant.

With respect to the second change, there is a sentence that is unclear.

I can't tell why it is good that a test is not required for the detectors which have previously been subject to core flux.

The third one is okay.
